The former SPECTRUM INVESTIGATIVE SERVICES, INC has conducted radio and television broadcast facility inspections under the Alternative Broadcast Inspection Program since the program's inception thirty-five years ago. Consisting of Larry Hardy, a former FCC Inspector and the ABIP/Spectrum Investigative Services founder, Bob Shotwell, an FCC licensed and certified broadcast engineer, and Dennis Loria, the former Boston FCC District Director, Spectrum conducted over one-hundred and twenty ABIP inspections annually.
